Why this extra step? Proposals are submitted up to 5 days before you shortlist. Sometimes a manager's capacity shifts in that window — they've taken on new properties, or lost a leasing agent. Asking them to confirm before contact is exchanged means you won't be handed off to a manager who can't actually serve you right now.
